I'm looking for a Japanese one. I remember IE would ask me if I wanted to download it when I'd go to a Japanese website. Thing is I don't use IE anymore. Also, I'll try and use Babelfish and only some sites will get translated. I tried searching for one, but I wasn't getting anywhere.

Google isn't the best site to use to translate things. Maybe for words, but when it comes to long text, it's not really good.

You might want to try Systran @ http://www.systranbox.net/ .

Just learn Japanese. Don't be monolingual all your life.
As for machine translation, 7 words:
"All your base are belong to us"
I rest my case.
