Is there a program that will resize an image so that the bottom of it isn't cut off by the Windows taskbar? (i.e. take a picture, resize it to 1024x768 but leave a blank strip at the bottom) Just wondering. http://forums.3drealms.com/ubbthreads/images/graemlins/smile.gif

None that I am aware of that would make it that easy
Besides, start menu sizes can greatly differ, especialy with XP themes
But it is possible to do it in photoshop with a little more effort using the Resize/Canvas Size options. you could even script it for more automation
Suppose I want to take my current 1024x768 wallpaper and resize it to my 1152x864 desktop
to find out the size of the start menu, you click on a empty part of the start bar and press Alt+Print Scrn, then paste it into graphic app to find out the height. Mine happens to be 60px high currently
Now I load the image up in photoshop and resize the image to my desktop minus the 60 pixels high (1152x804)

Now I would change the canvas size to 1152x864 and shift the image up: (make sure the background color is the color of your choice [black usually is best])

Now my image has been resized to exclude the start menu

Any image program that has a Canvas size option (Gimp, Irfanview, etc) can easily do this, but the options are usually similar but yet different.

In a similar vein, you could do the same thing in Paint Shop Pro while recording the steps into a script (it's pretty easy, all automated). Then you'd have a sort of macro to run on images.

I just checked out Irfanviews (http://www.irfanview.com/) batch mode, And I think it fits the bill quite well. (and it's totally free!)
To get batch mode, just open Irfanview and it's in File > Batch Conversion/Rename
I have highlighted the important options in this screenshot

just remember to subtract the height of the startmenu in the resize area and add that to the bottom border
