Actually, "J" just joins two split sectors together. It doesn't delete anything.
In 2D mode, press RightControl+Delete to delete a sector.

Yes, by Joining sectors by selecting two sectors by pressing 'J' on your keyboard.

Draw a new sector inside. Then press LeftAlt+S to make the sector double-sided. When you switch to 3D mode, you won't see the sector, but it's there. You can change the shade of it, or raise and lower it to make it show up better.
White walls seperate the inside of your map from the outside. So you should never see any gaps or breaks in the outermost white walls.
Red walls are used to add detail to the inside of your map. You can make red sectors any shape you want by adding more vertexes. If you are having trouble inserting a point, make sure you have the grid set fine enough to add one. Build will only add new points at grid intersections.
Red walls can also be used to add shading effects. You can split a sector just for shading purposes. (i.e. figure out a good place to put a "light," then figure out how the light will travel. )
P.S. One other thing about using the Join function: the order in which you pick the sectors to be joined matters. Suppose you are joining two sectors (left and right). If the left sector is higher than the right, then if you pick the left sector first, the right sector will be raised to the left sectors height after joining. (Or if you pick the right sector first, the left sector will be lowered to the level of the right sector).
