I just use PowerDVD but its not exactly free (well then again you could...ahem...nevermind)
BSPlayer allows you to capture a frame of a movie without turning off hardware acceleration.
http://www.bsplayer.org/
For example I've attached a cap of the Fear E2k5 trailer.. to capture something open the video with BSP and right click and go "Options -> Capture Frame" and choose one of the options.

I always use MPC (www.sf.net/guliverkli) to play a movie, and SnagIt to capture it.

If the movie is mpeg1, mpeg2 or any codec you can put into avi, mkv or ogm provided you have the right vfw codecs, you can use virtualdubmod and go to the frames you need and dump them to disk.
You can even use avisynth for this. There's a function called selectevery() or something. http://forums.3drealms.com/ubbthreads/images/graemlins/smile.gif

I use BS player for most of that stuff.
Also, just a hint for everyone else. In windows media player all you need to do is hit "Ctrl + i" to get a screen capture.
