There are so many different version of Build around the Net that work on most OS's, so lets list them here.
If you know of a Build Editor that works on XP or any other modern day computer withuot troubles, and is the best choice post if so everyong wont have to search endlesly for the right one.

Mapster works under XP. I don't know the current download site tho.
Icculus' source port of the build engine runs under Linux and Win32. Win32 and Dos has binaries and source. I'm not sure if there are any linux binaries. I suppose it depends on if build needs anything from the Kernel headers.
Linux version may need to be run as root or in an X shell, because of video mode access.

There's more than one on the engine, there's a few openGL ports lying around, though I suspect they're all based on Icculus' idle openGL additions to Build.
As for editors, it also depends on if we're talking Duke3d specific.

Incapable of doing things the Build engine can? It's based on a newer Build engine! It doesn't have the modifications for Duke Build if that's what you mean but frankly the things that are missing make a whole little of difference.

Mapster is simply a modification of Ken Silvermann's build source. AFAIK there's nothing it can't do that duke's build can.
Also note: Mapster's Key mappings have been modified to work with Laptops and NT based systems (Such as XP, which it will still run in with the new NOLFB patch.) Also has some new enhancements (Which I can't mention all of) such as showing sprites differently in 2D mode if they're wall sprites or floor sprites, an increased map size, sector, wall and sprite limits, displaying of sprites placed into build's clipboard, etc.
Basically, Mapster GOOD.
