Does anyone know how to get this conversion working with either jfDuke3D or HRP?

I just renamed "QUEST1.GRP" to "DUKE3D.GRP" and it worked for me? http://forums.3drealms.com/ubbthreads/images/graemlins/smile.gif

this looks like it was made in the build engine so technically you MIGHT be able to use it... there were some instructions on using some of the official conversions - check them, this might help you...
BTW the HRP is not a standalone win32 version, but a collection of textures and 3d models for use in JFDuke3D and eDuke32 (which you meant I guess)

if it's THAT easy you should be able to use it by passing the commandline parameter

Neither of the command lines didn't work for me, it just loaded the normal game, without Quest. But moving duke3d.grp somewhere else and renaming quest1.grp to duke3d.grp works flawless.
I had to choose in User maps though, am I supposed to pick from the Episode screen?

looks like you have the old jfduke version which ignored commandline parameters...
this grp should contain a con where the episode and level names are defined... so you should be able to select them via the episode menu item...

I'm sure I have the latest jfduke, I had to redownload.
