everytime I try to run ROTT or the sound setup this error pops up "W_InitFiles: no files found" what do i do!?

Try making sure none of the files are read only.

Your data files are incomplete or corrupt. Run Scandisk first, then remove the game completely and reinstall.

That sometimes works - what I posted will work all the time. In our experience, checking for read only doesn't always fix the problem, because if the file data is corrupt, it won't matter whether it's read only or not.
