SunAge is a PC realtime strategy game developed by Vertex4, where the player can experience immersive gameplay with 3 different races, each with their own arsenal of units, buildings and upgrades. The game takes place in a futuristic setting across 2 different worlds, ranging from a lush alien planet to desolate wastelands and through industrial cities.

From their FAQ:
Why did you decide to use 2D for the graphics of SunAge?
We believe that a pure 2D perspective is still ideal for RTS games, without necessarily sacrificing the graphical quality. It also provides all users with an equal experience without the need of a high-end computer.
Will my PC run SunAge?
The minimum system requirements For SunAge are:
Windows Me, Windows 2000, or Windows XP, Windows Vista
1.2 GHz Intel Pentium III or equivalent AMD Athlon processor
512 MB RAM
4x CD-ROM/DVD-ROM drive
1 GB free hard disk space
128 MB 3D accelerated video card
This is the thing I like about independents, they don't feel the need to stretch the hardware to its limits (though I realize this is partly driven by the fact that they simply lack the resources to do so). One of the reasons why I say I wouldn't be unhappy to see PC gaming become a niche hobby again.
That said, the developers took a lot of inspiration from StarCraft judging by the screenshots.

YAY! Return of the 2D RTS!
