What is the bottleneck?

What's the cause of this message exactly? Just curious about the technical details here. Is it the bandwidth? Server response time? Server CPU Load maybe?

CPU Load. Forum displays that message when the load goes over a certain value and when it drops below that value it'll allow you to view the forums.

Server isn't crashing, site isn't going down, world isn't im/ex-ploding -- it's simply a optimization tool that will stop those things from happening.

If you get that message best thing is to wait and retry later on. If you keep refreshing you're only adding to the load itself.
