How can I light a big indoor or outdoor level without having to place millions of torches all over the place??

you can set the outer walls to backlit i think. there is a surface property you can check that will allow the whole BSP cut to provide 1 standard level of light.

Or just turn up the lighting level in the ZoneInfo. That will increase the light of an entire zone.
Backlit Wamplet? You are probably thinking of Unlit but that does not effect the lighting, it just sets that texture to 100% brightness.

another thing you can do is add a sunlight actor. it will light up the entire level, without the need for setting up tons of lights.
from what i have seen recently, it projects better shadows. you just put one up near the top of the map, and have it shine/oriented at the angle you want it to shine. ( most likely down at an angle)

Try using 2 sunlight actors. one for the main light, another for the fill lighting opposite the sun shining back toward it pointed downward sorta. Use a lower brightness and slightly different color (to simulate radiosity)
Whanna see something funny, sunlite as far as I know, is the only light that will sorta support lighting effects. Disco, cloudcast ect. the only problem is it won't animate the effect.
