How do I make the lights that I set down in the form of those torch symbols to be brighter.
I mean, how do I make each individual light I set down to give off more light.

Double-click or right-click on the torch to bring up it's property sheet. Expand 'LightColor' and you'll see an entry for LightBrightness. The default value is 64. You can make it as high as 255. If you have UnrealEd 2.0, there's a real nice color picker built in, as well.
There's another important light quality in the same property sheet under 'Lighting.' It's 'LightRadius' This number controls how far away the light travels from the light source. Again the default value is 64.
You can get some really nice lighting effects if you reduce LightRadius. For example, suppose you are making a soda machine (just a rectangular polygon with a texture on it), you can make it look like the front of the machine is emitting light. After you add the soda machine texture to the front of the poly, right-click on it and make the texture 'unlit.' (Put a check in the unlit box). This means that the texture will stay at whatever default brightness it had when it was created and it won't be affected by any lights you put in the level.
If your soda machine texture is mostly blue, then add a light in front of the machine and give it a blue tint. Then change the light radius to a fairly small value like 8 or 10. After you rebuild, you should see a small pool of blue light in front of the soda machine.
Tightening up the lighting can go a long way towards making an average looking level look really nice.
