The dudes from Unreal Services (russian group of coders) make one of the best unreal tools. The UMOD tool 2.0 is good but older, however. It was released in 2001 and wasn't updated since then.

My favorite tool from Unreal Services is Package Explorer! It can open any *.u, *.utx, *.uax, *.umx and *.umod package file from U1, UT1, Undying, Deus, DS9, etc. and extract its contents.
