Are there any 3rd party tools to lock framerates of a game to 30FPS? I'm trying to slow down Resident Evil to it's default 30FPS. I've tried forcing VSYNC, but it's still too fast. Any advice other than MoSlo?

Wasn't Resident Evil a Win95 game?

Yeah, I believe it was Win95/98 IIRC. I believe my copy of RE2 Platinum for PC is the same way.
In foresight that was a pretty stupid purchase actually, they look and play so much better if you slap them in a PS2/3 and turn on the "smooth texture" option.
The best way will always be to use a PSX emulator like ePSXe, then use some plugins for bump-mapping and specular lighting ^__^

I love to do that but I can't seem to find RE1 and RE2 for the PS1 anywhere at all.

The best way for me is the Remake on Gamecube ;)
Otherwise I agree. I played the PC version before the PSX version - what a difference.
