Yes, I know, strange question. And for the record, this is more of an
in-universe style question, that is to say, we'll be looking at the plot aspects, particularly Duke Nukem as a character.
Now, just what IS Duke? Most peopler would just say "A muscular video game action hero! Duh!" But let's look closer...
The Duke games, believe it or not, are kind of realistic, in a way. Not necessarily graphics-wise, but plotwise, sure. The way the military (the few times you see it) acts in a way that you expect: it fights back. (YOu may wondering "why is no one around in DN3D then? Well, do you remember those crashing sounds in the background that appear randomly? Well, I believe the might be the sounds of crashing aircraft. I think there's a battle going on where Duke isn't.) Yet among this realism, there's Duke Nukem. What's so off about him? He defeats hordes of enemies by himself. He can take MANY bullets and live, and could quite posibly have unlimited stamina.
Now one would most likely think "Oh, that's just for gameplay purposes." But, when one thinks aobut it, could one man REALLY pull all that off without taking a hit or two? Possibly right in the chest? And what about the jumping?He can jump pretty high in the platformer games. (ANd once again, those would be impossible without those jumping skills.
I think that Duke is actually a government experiment that worked. They were trying to build an "Ultimate Warrior." This is further evidenced by the fact that there's a poster in the barracks area of the IMF building (That's the DN3DAE E4L1 "It's Impossible") that holds a poster that is clearly about DUke, with the heading "Ultimate WArrior." It contains some faitn pictures of DNA, brain, etc.
Of course, that could be intreeted as a simple tribute to The King, or perhaps the gvmnt. wants to clone him. I think that it might be more likely that it's supposed to say "We created the perfect soldier."
