I just noticed that the maximum of FPS you can get in Max Payne can not be higher than your monitor refresh rate. For example if it's set to 60 you will not have higher than 60.3fps. So mine is set to 85hz, therefore I can get a maximum of +-85fps but I never reached 86fps. Is that just for me and is it normal?

Well it is true and universal. By definition your monitors refresh rate means that it will redraw the picture x times a second. Even if your computer wants/is able to draw it faster, you will not see it happen.
How many FPS can the human eye capture anyway?

it's not too late in the night (not much beer etc)
an my PC provides not less than 40 fps at all times then I'm a very happy gamer!

I just find out that we can see UP to 200 fsp, this doesnt mean that we always see at 200 fps, for a PC screen anything around 70 fps is excelent.

I said the maximum of fps I can get is 85 while looking in a corner at my feet. I usually get around 18-30fps which I think sucks considering the power of my computer. And plus, if it was a fact and not an issue then I would have a maximum of 85fps in every games while I can get 150fps in UT and 100fps in half-life. The question here is why does it stick to 85fps in max payne.

Thats because in HL and UT you have V-Sync disabled.
V-Sync waits for your monitor to finish displaying an entire frame before flipping the page buffer to the next frame.
I.e. It locks your FPS to your monitors refresh to stop visual tearing.

When I'm only getting 30 fps per sec, the game isn't very smooth. Plus it hurts my eye after I while.
I don't know why, because I only got 25 fps back when I was playing quake 2. My video card now has a faster processor then that computer.
I had to turn off antialias, and lower the filtering to tri. That jumped my fps from 20-30 to 70-80. In high detail levels it is 40-60.

Yes I do have V-Sync disabled but that is for OpenGL while Max Payne uses Direct 3D. I didn't see any V-Sync option for Direct 3D though. So, what do I need to disabled to make my fps unlocked to my monitor's refresh rate or is it something that we can't change in Direct 3D?
