This is Woody Island, Alaska. Does anybody know what this round structure is? My knowledge of radio facilities is limited (if that's what it is).

Looks like a mining operation to me.

probably a non-directional radio beacon used by the FAA powered by solar power.
There is no power on the island.
You can get a better look at it on bing maps.

It's an antenna. (http://www.thelivingmoon.com/45jack_files/03files/Launch_Sites_Kodiac_Island.html) It looks like Woody Island is a support site for the Kodiak Launch complex.

If you were thinking it's a HAARP array it doesn't look like one. They have one in Alaska but I think it's 172 50,000 watt antennas laid out in a rectangular pattern.
