I plan on becoming a game programmer/developer in the future and was wondering if moding would be a good start. I have experience in html and java.

It's as good a start as any - you get direct experience with professional development tools, discover how the game 'really' works, get a few contacts, not to mention project and people management skills if you start a tc; and if you really get into it, then it's certainly something to put on your cv.
But don't kid yourself: alone, it's not enough to get you a job in games development. If you were going into level design, 3d modelling, 2d art, or animation; then maybe you could. But to be frank, since the source code for Max Payne is not publically available, the programming side of max modding is limited to the scripts - which can't be compared in the same way as levels, animations, or character models, etc.
What I always recommend to beginners is to learn a bit of MaxEd first - even if you don't intend to specialise in that particular area. It's the best way to familarise yourself with the engine, the fsm message system, and gives you something to fall back on - in case the other areas of modding don't appeal to you. When you think you're ready to move on - go for it. Try everything until you find something you're good at; work on it for a bit, then try your hand at something else. images/icons/smile.gif
