how would i go about converting .rps files into .pse files so i may edit the partcles ?
for my own twisted purposes
I don't think that there is a way. Just like it is not possible to convert a MaxED .ldb back into a .lvl.

ok thx but i hae one other question since i cant edit the particles how woulds i make a liquid particle become transparent like water i already have the particle i just cant figure out how make it transparent like clear water any info would be helpful because i plan using this for a matrix wave effect it looks great but its not transparent like the waves in the movie i found that liquid used as PFX trails for bullets looks great for a very good matrix trails if i make it clear

You'd mess with the alpha level of the particle's bitmap. Check the particleFX documentation on how to achieve this.

That's the tutorial. Read into it and kinda follow along with your software when they explain stuff so you know where things are.
Then, after you read it, click on 'parameters explained' to get

And on this page, it tells you where you adjust the alpha levels like:
Vertex Alpha Graph: This graph affects the alpha blend opacity of the particle. With this you can make the particles fade in and out. Note: all values in the graph that go above 255 are normalized to 255.<font size="2" face="Verdana, Arial">And *that* is how you make things transparent.
HOWEVER, keep in mind that you're just making the thing transparent... it won't refract light like real 'water'. Just making the water effect easier to see through....
