how do u rotate something 12, 43, or 27 degrees as apose to 90 or 180 degrees? i cant figure it out.

Tools > Document Preferences > Angle snap

Shift+Numpad+ and Shift+Numpad- to change the angle.

Hold shift and then 1, 2 or 3. Hopefully that rotates it at small enough degrees for ya, I'm not sure how to specify exact values.
