I just replayed Max Payne a while ago and then started up Max Payne 2 again. And as I was playing I came to the end of chapter one were Max and Mona head to her contact inside the inner circle.
And it hit me... weren't all the members except Alfred Woden killed in the first Max Payne. I remember it saying only Woden survived... and then in MP2 the circle is back. With enough members to keep the cleaners busy killing people in the apartment building.
Did they just rebuild the circle after MP or did Remedy just not pay attention and just bring them back in?

I noticed that, too.
In MP1 we only got Max's subjective point of view about the Inner Circle. He thought that Woden's move in some Byzantine power game had cut their membership roster to one. So we never got the real info about who else might have been part of the IC that didn't attend the meeting the killer suits stormed.
However, I still don't get who those killer suits were actually working for. Max thought it was Woden's move but later in that level he overheard a conversation where the killer compared their job, working for her (Horne) to James Bond.
Maybe they were working for Horne but Woden knew they were coming. Knowing their routine he staged his death. Though I think it takes plenty of balls to voluntarily stay knowing there will be killer suits coming guns blazing.
Anybody got a more sophisticated opinion on this?

Yeah.. that crossed my mind a few times.
But there was a thing with Vlad. Almost as if he had been a member of the inner circle, it was mentioned towards the end of Max Payne 2. If that was true shouldn't Vlad had been at the meeting in the first game?
Or am I just placing to much thought on all this? I don't know, it just really stuct me as odd. If anyone can find a more direct answer or insight into this... great, if not... I'll still enjoy the hell out of MP2.

I always thought that Vlad was not among the IC members. I thought he was more like Woden's right hand. While Woden was doing politics Vlad was doing his dirty work.
If you think Star Wars, the emperor also had an Inner Circle (of 12 Grand Admirals), then Vlad woud have been Darth Vader.
