How do you build a red sector inside a white sector without it have to touch the wall?

Simply build the closed white sector inside the larger white sector and press ALT and S whilst the cursor is inside the new sector.

Aim inside the sector you just made and create a new sector by pressing the spacebar to insert the first point, then draw the other points and finish/close the sector by drawing back to the first point. (Just like your first sector)

In order to make your inner sector usable space, you need to aim inside the inner sector in 2D mode and press Alt+S. The sector will turn red if you did it correctly. If you switch back to 3D mode, you won't see your new sector, but it's there. You can move a sector up and down by aiming at the floor or ceiling and pressing PageUp or PageDown.

White (single-sided) walls seperate the inside of your map from the outside 'null space'

Red walls always seperate the interior sections of your map. You'll never see a red wall that leads out into 'null-space' unless the map is corrupted.
