Go to your mp2 folder right click on the mp2 exe then select create shortcut, drag that to your desktop. The right click properties and put this in the target
"X:\Yourpathgoeshere\MaxPayne2.exe" -developer -developerkeys -window -skipstartup -showprogress

Did you extract using the install program, or did you use RASMaster? Because RASMaster only extracts the data, not the custom example level that the install level pus on there.
If you need to test your levels in-game, go to Kipsta's tutorials, the first level building tutorial has a set of files to let you do just that.
