I am having troubles. I made my 1st map and want to make my pond submergable. I made the original sector LOTAG 1 and copied the sector to another spot on the map and made it LOTAG 2. then placed a sprite in both sectors in same spot and gave it LOTAG 7. What's going on????

You should have told us that and it'd be easier to assess what you have done wrong.
Sprites must be on the floor of the sectors and share the same hitag and relative position.

1) In order to submerge, you need to have a seperate sector in the map that will act as your underwater area. It must be the same size and shape as your above-water sector.
2) You need to place a Sector Effector in the above and below-water sectors. They should both have a low-tag of 7 and have the same high tag (zero works fine. The tag on the sector effectors should read "[0,7]" if you did it right.
3) Both sector effectors must be in the same location relative to each other. For example, if your above-water Sector Effector is resting on the surface in the lower-right corner of the sector, then your below-water SE must be in the exact same spot on the bottom of the underwater sector.
4) All the sector tag does is set the "physics" of the two areas: when you give the water surface a low-tag of "1" that makes it act like a water surface (you sink partway into it when you walk over it, you make splashing sounds as you walk through it and you leave wet footprints on the ground after you leave it). The "2" sector tag makes the underwater area act like an underwater area (no gravity, nice bubbly sound and bluish pallette).
The Sector Effector is located at the beginning of the tileset and it looks like a little "S" Place one on the ground in 3D mode. To change the value of the Sector Effector, aim at it in 2D mode until it flashes, then press Alt+T. Type 7 and hit Enter (the left enter, not the keypad enter)
To change the tag of the sector itself, aim inside the sector in 2D mode and press T, then type 1 and enter. Give the underwater sector a tag of 2. (So Alt+T changes the value of sprites and walls and just T changes the lowtag values of sectors).
