Question about Hardboiled level

Damn, I love this game. It's taking up all my time.

PS2 version. I finished the "fugitive" level. Now I'm playing the "hardboiled" level, I think. Even though I started a new game, all the Parts and Chapters are still open. Is this how it's supposed to be? Does this mean I could just go to the last chapter, beat it, and get the next level? It's hard remembering what chapter I wa on the night before. Thanks

Alright, so I choose "New Game" and select "Hard-Boiled". I finish the game on Hard-Boiled (so I thought) and the end says "Thanks for playing now you have access to Hard-Boiled and New York minute". Whats the deal.

you have access to dead on arrival and new york minute, but they proably screwed up and put hard-boiled
