No real changes from the original version in the topic, except it's more friendly towards the full version. All you need to do is extract it to your Prey folder. NOT your base folder, but your Prey folder, so it looks like "Prey\Portal Wrench\" after it's extracted.

Then you can just run Prey normally and select "Portal Wrench" from the Mods menu.
