I assume your not in the United States? Some game developers prevent certain country's from now purchasing and/or download a particular game from Steam. Max Payne 1 & 2 could be restricted from your country.

If your in the United States, it should be in there.

Also the sale in now over, both games are now $9.99 each or $14.99 as a bundle.
