Gearbox is not that large of a company. 170 employees is actually pretty small for a multiple-project studio.
Yes, they can work on multiple projects at once... but even then. Taking on the completion of DNF would mean one of their own projects would have to be on hold to do this.

Yes, it wouldn't require a full stop on all Gearbox games. But one of their projects would have to go on hold to do this.
