You have messed two mods: DukePlus and SD_Duke.
You should:
1. Remove the *.CON and *.DEF files in the game folder. That restores the regular game and DukePlus(dukeplus.bat).
2. After that you can
install SD_Duke mod or put the "z_ice.zip" file into the "autoload\duke3d.grp\" folder.
