Also, don't forget - id Software owns the rights to Dopefish. Some years ago we did get written permission to use Dopefish as a goof/easter egg type of thing as we wished, but to make a full fledged game character out of it would violate the permission we have.
That would require payments, licensening - it's just not worth it.
