Hopefully they're just too busy working on the mod in general etc. To a certain degree though I also think some of em probably don't want to deal with answering questions and being the "help desk". To add on to my previous post by the way, I tried sticking that zip file in a few different places besides just the duke3d folder as mentioned in the readme hoping I'd get lucky... *goes back to CoD4*
