No, it is a port of the XBLA version. It is not ported from Megaton on PC at all, they only share the same brand name.

The developers have stated this on Twitter.

Abstraction Games also worked/talked with the EDuke32 developers which also confirm it is XBLA codebase http://forums.duke4.net/topic/7771-d...ost__p__215069
To further prove my point, there are glitches in the game that were fixed in the PC Megaton release http://forums.duke4.net/topic/7771-d...ost__p__215910

I don't know where you got your information from but it is very wrong.
