I doubt.

Are you just having problems or are you saying you can not run the game at all?

Update your graphics card's drivers.

Re: max payne 2 in 16 bit?
Yes, it is possible but along with the no-dialog parameter, you have to fiddle with the registry. Here's what I'd do. Save the following as max16.reg and then click to import of course

-------Start of file------------
REGEDIT4

[HKEY_CURRENT_USER\Software\Remedy Entertainment\Max Payne 2]

[HKEY_CURRENT_USER\Software\Remedy Entertainment\Max Payne 2\Advanced Settings]
"TripleScreenBuffers"=dword:00000000
"AllowTaskSwitching"=dword:00000000
"SoundChannels"=dword:00000000
"Sounds"=dword:00000001
"EAXEffects"=dword:00000000
"CharacterShadows"=dword:00000000
"Decals"=dword:00000000
"Projectiles"=dword:00000000
"MaterialVariations"=dword:00000000
"Fogging"=dword:00000000
"Flares"=dword:00000000
"Mirrors"=dword:00000000
"HighDetailRagdolls"=dword:00000000
"HighDetailParticles"=dword:00000000
"Antialiasing"=dword:00000000
"TextureColorDepth"=dword:00000000
"TextureResolution"=dword:00000000
"TextureFiltering"=dword:00000000
"CubicEnvironmentMaps"=dword:00000000
"MultiChannelAudio"=dword:00000000
"PostProcessEffects"=dword:00000000
"PixelShaderSkinning"=dword:00000000

[HKEY_CURRENT_USER\Software\Remedy Entertainment\Max Payne 2\Video Settings]
"Display Bits Per Pixel"=dword:00000010

------End of file---------------------------------------

Note: In the advanced settings, you can change some of the values to dword value 00000001 or 00000002 without causing Max Payne 2 to crash although it'll take a little trial and error to see which ones can be safely changed and which ones can't. I did that on my older card but overall didn't notice any significant performance going down to 16 bit. Your best bet would be to upgrade the drivers on that video card or change the card if possible.

Skips the options dialogue.
