What was this game supposed to be?

The press release is from 1999: the mention of a "next-generation console" leads me to believe the game to be the cancelled "Duke Nukem: D-Day" for PS2, but AFAIK "Duke Nukem: D-Day" was supposed to be developed by n-Space as a sequel to Duke Nukem: Time to Kill and Duke Nukem: Land of the Babes, while the press release mentions Rockstar Games and Godgames...

According to Joe, Duke would travel back in time to World War 2 and (I don't remember which one is correct) either revert changes to the timeline made by the aliens so that every event happens as it is supposed to, or actually cause the victory of the Allies by modifying the timeline himself.
If I remember well (please Joe, correct me if I don't) it was cancelled because they couldn't work out a sensible plot.
