Lo Nukem Help

If anybody has played Lo nukem, I'm having trouble on Level 1 (which, for some reason is Level 3 in Duke.

In Duke, the second row of cells has a little needle on a pole that you can turn to open any of the cells you want. The cell at the end has a movie poster on the wall that you can go through to advance. In Lo Nukem, there is no needle, and I can't for the life of me remember how to get the cells open.

I pulled up a set of very old save games from 7 years ago, and see that there's a switch on the wall behind a hidden panel that opens those doors. So I solved this once, I'm just not doing it now. I can see where the switch is, but can't open the panel. Spacebar doesn't work, and I'm thinking there's a switch somewhere else that opens the panel where this switch is, but I'm not finding it. Anybody?
